The seventh new moon marks the beginning of Yom Teruah (Feast of Trumpets) and the Biblical Festivals at the end of the harvest season contained within the month. This year, the seventh crescent was first reported in Australia and points throughout the southern hemisphere including portions of the United States (Arkansas, Arizona, California, etc). This marked the start of the month based on a Global Trumpet Call at sundown Wednesday evening, September 28th.
For those that keep an Israel-based sighting, the crescent was not reported until the following evening, September 29th.

The following month's crescent will be the eigth crescent and is expected to first be seen on Thursday evening, October 28th in the southern portions of Africa, South & Central America and points westward. For Israel, the crescent is not expected until the following evening, October 29th.
This year, the barley harvest reported from Israel in March was not yet ripened (Abib) in time for the new moon crescent in early March. Therefore, a 13th month was added to the year. Yah's Spring Holy Days this year are now confirmed as being on the following dates in both the US and Israel (all holy days begin at sundown the evening before):
